To download the bulletin as a file: left click on the file icon or on the "Download File" text.
To view the file in a pdf reader: right click on the file icon or "Download File" text, then click the "Open link in new [tab | window]" function.
(You will want to rotate the page one turn via the rotate button which is usually in the top right hand corner of your pdf reader.)
